Laurence R. Crabtree, Battalion Chief, Retired
Prior to joining CCS, Larry served in the California fire service for more than 33 years, where he served as the Chief of Labor Relations for the California Department of Forestry & Fire Protection - now Cal Fire, and before that as the statewide shop steward for the firefighters union. He comes to CCS with executive level experience as well as fire station experience and everything in between.
His labor education includes studies at the University of California at Davis, where he earned a Certificate in Labor Management Relations, the University of California at Berkeley, the National Labor College (then the George Meany Center for Labor Studies), and the California State Personnel Board.

Mark Baker, Fire Chief, Retired
Mark has 37 years in the fire service, beginning as a seasonal firefighter for CDF - now Cal Fire. He worked his way up through the ranks of several agencies including the following cities, counties, and districts: Flower Mound, Cathedral City, Laguna Beach, Orange County, Riverside County, State of California, Grossmont-Mount Helix, and Lakeside. Mark recently retired as Chief of the Lakeside Fire Protection District in San Diego County after more than six years in that assignment. He has completed post graduate work in Emergency Services Management at Cal State Long Beach, and has a Bachelors Degree in Management, and Associate Degree in Fire Science, and is a California Certified Fire Officer and Chief Officer.
Mark has served in a variety of assignment including training, fire marshal, operations chief, administrative chief, company officer on both engine and truck companies, along with firefighter/paramedic ambulance crew members. He helped establish the Riverside County Multi-Agency Truck Academy as well as develop the original curriculum.
Mark is an expert in understanding fiscal management issues and developing program related budgets. His experiences include working with the Unite States Department of Labor on issues related to the Fair Labor Standards Act, capturing grant funding, partnering with redevelopment agencies to fund capital projects, a solid working understanding of fire codes, as well as experience in the adoption of fire codes, and developer agreements.
Mark just completed a two year term as President of the Fire Districts Association of California and the San Diego County Fire Districts Association. He was an active member of the legislative committees of both of these organizations, working with local, county, and state legislatures.

James Crabtree, Battalion Chief, Retired, & Director
James (Jamie) began his career as a volunteer firefighter in 1975 for the Upper Lake Fire Protection District. In 1976, he got his first full-time job as a firefighter with CDF - now Cal Fire. Jamie worked his way through the ranks of CDF retiring in 2007 as a Battalion Chief. His experience includes Training Bureau and Field Battalion Chief for Merced County Fire Department. In 2000, Jamie was elected as a Director of the Upper Lake FPD, where he served not only as a Director of the initial district but also as s Director on the transitional Joint Powers Authority, and subsequently as a Director of the new Northshore Fire Protection District (which incorporated the Upper Lake Fire Protection District, the Nice Community Services District, the Lucerne Parks & Recreation District, and the Clearlake Oaks Fire Protection District).
Jamie holds a Bachelor of Science degree from Humboldt State University and is a certified and active fire instructor for C&C Instructional Services in Yuba City. In addition, he is a California Fire Service Master Instructor and teaches a variety of Incident Command System courses.

Eric has thirty-three years experience in providing and managing Fire and EMS services, of which thirty-one were full-time. His career included the ranks of Firefighter, Engineer, Suppression Captain, Training Officer, Administrative Battalion Chief, and Chief of Department. He holds an Associate Degree in Fire Technology and a Bachelors Degree in Fire Administration from Cogswell College. He has attended numerous courses in the Executive Fire Officer program at the National Fire Academy, was a Board member, and Chair for 10 years, Sacramento Regional Fire/EMS Communications Center (a Joint Powers Authority), a member of the Sacramento County Fire Advisory Board, past chair and vice chair of the Sacramento County Fire Chiefs Association, Folsom City's representative on the Sacramento County Operational Area Council, and Area 2 Director for the California Fire Chiefs Association. Eric is a lifetime member of the California Fire Chiefs Association and the International Association of Fire Chiefs.
Eric's career provided him a very diverse background in working with volunteers, part-time employees, city government, city councils, Joint Powers Authorities, governing boards, personnel matters, legal matters, policy development, and labor negotiations.

Joey Harlow
Joey has over seventeen years of experience in interpreting laws and regulations for government agencies, and more than twelve years of experience in human resources and administration. Her expertise includes recruitment and hiring, policies, organizational development, training, workers' compensation, occupational safety, and health management. In addition, Joey has more than thirty years of experience in program development and leadership in various non-profit organizations..
Joey holds a Bachelors Degree in Music and a Masters Degree in Education. She is currently completing a Doctoral Degree in Leadership.

James Robbins, Fire Chief, Retired
James (Jim) began his fire service career as a volunteer at the age of 16 with the Lucerne Fire Department (a department of the Lucerne Parks and Recreation Department). He worked his way through the ranks, eventually becoming the Fire Chief; a position he held until 2003, when he was appointed as the Fire Chief of the newly organized Northshore (Joint Powers Authority) Fire Department. This JPA would eventually consolidate two Fire Protection Districts, one Parks and Recreation District, and one Community Services District into the current Northshore Fire Protection District. Jim spearheaded this project from its inception until its completion in 2006. He was then appointed as the first Fire Chief of this new fire protection district.
Jim retired in 2011 after forty-four years in the fire service where he managed the growth of his fire department from a single station, all volunteer department to a multi-station, combination fire department that provides not only fire protection, but also fire prevention, paramedic, dive team, heavy rescue, and Advanced Life Support transportation services to its citizens.
